Lahore (FNNI)Chief Minister Punjab Muhammad Shehbaz Sharif chaired a high-level meeting which reviewed progress on the steps taken to improve the healthcare system and ongoing reform programs in the health sector. Addressing the meeting, the Chief Minister said that provision of quality and modern medical facilities to people is his mission which will be fulfilled at all costs. With hard work and determination steps are being taken to improve the healthcare system. The Chief Minister said that we had to move forward to serve the ailing humanity. All out resources were available for the provision of better medical facilities to the people. The Chief Minister said that Prime Minister National Health Insurance Program was successfully running in four districts of the province and the scope of this program would be extended to all districts of the province. The Chief Minister said that Punjab government had introduced the modern system of purchase, supply, and distribution of medicines and this new system would end the sale of counterfeit and substandard medicines. The Chief Minister said that the samples of medicines were being sent to foreign labs for examination and those who were performing well in collecting samples of medicines and sending them to foreign labs would be encouraged. This new system of purchase, supply, and distribution of medicines was an important step for the provision of quality medicines to the patients, he added. The Chief Minister said that the program to provide city scan machines in all districts was being implemented. With the installation of city scan machines in districts hospitals, the patients would have city scan facilities round the clock. The Chief Minister also directed for the audit of dialyzer machines installed in all government hospitals and to take immediate steps to overcome the shortage of nephrologists in government hospitals. The Chief Minister said that mobile health units were providing quality medical facilities to people at their doorsteps in far flung areas. The Chief Minister also directed to complete the matter regarding the purchase of more mobile health units. He also directed to present a comprehensive plan for blood bank, blood collection, and blood transfer. The Chief Minister said that motorbikes ambulance service would be introduced soon in 9 divisions of the province and the training for staff of motorbikes ambulance service was going on. The Chief Minister said that the Punjab government has handed over the administration of ambulance service of the hospitals from the health department to Rescue 1122. This new system of ambulance service would improve the service of transferring patients to hospitals on time. The Chief Minister said that Patient Transfer Service was a revolutionary step of Punjab government. He further added that continuous efforts were required for the improvement in the healthcare system which would bear fruits one day. DG Rescue 1122 while briefing said that all steps had been taken for the auction of old ambulances and the auction of 81 outmode ambulances would be done in this month. Provincial Ministers Kh. Salman Rafique, Kh. Imran Nazir, Advisor Dr. Umer Saif, Additional Chief Secretary, Secretaries of the concerning departments, Health Experts, and other high officials also attended the meeting.

Addressing the meeting, the Chief Minister said that potable water is a symbol of life and for this purpose; a mega project has been evolved to provide clean drinking water to the citizens. He said that the program has been delayed due to some incompetent and unprofessional officers, but now, we have to move ahead while resolving past mistakes. He said that program will be started from tehsils of South Punjab and we will proceed with determination on the fast track. He said for the implementation of the project, the provincial government has constituted two companies – Punjab Saaf Pani Company South and North – and their capacity building is very necessary.water He said talented human resource should be recruited for these companies purely on merit. The Chief Minister directed to open a regional office of Saaf Pani Company South in South Punjab immediately and said that Chief Executive Officer will remain in the field at least for three days a week and Secretary Housing will pay visits to the field twice a week. Shehbaz Sharif said that he will personally visit the regional office and preside over meetings there. He expressed satisfaction over progress on Punjab Saaf Pani program and directed the concerning officials to work with more hard work and diligence. Mr. Nisar Memon analyzing the situation under the topic of Where Water Gone, said that climate change is a manmade disaster and its adverse effects posting threats and challenges for mankind in future. Mentioning the alarming situation of sea rising, glacier melting, decreasing level of underground water and land erosion he said that these areas are major concerns to take care to address the issues. Mr. Memon was of the view that there is dire need to formulate National Water Policy and water laws should be implemented to penalize those found involved in wasting water unnecessarily. Nisar Memon said that we have to adopt water-efficient methods by evolving water management systems. The other speakers also spoke on the occasion and highlighted the significance of water shortage issues.

The Chief Minister said that poor and dismal patients will get fee medical treatment in Pakistan Kidney & Liver Transplant Institute and this 470-bed institute will prove to be a milestone for the treatment of kidney and liver patients. Besides the provision of medical facilities to kidney and liver patients, the research work will also be done in this institute to prevent the spread of these diseases. The Chief Minister said that the first phase of this hospital will be completed by the end of this year and it will start providing modern medical facilities to the patients. The Chief Minister said that there would be high-quality human resource and state of the art machinery available in the institute. Third party audit of the human resource appointed for this institute is also essential and there should be some set up for the modern training of this human resource as well, he added. The Chief Minister instructed not only to prepare a model and plan for the training and refresh courses of human resource but also for a horticulture plan for the beauty of the institute. The Chief Minister said that the Punjab government is endeavoring hard on hepatitis control program and that is why first Hepatitis Filter Clinic has been established at the site of Pakistan Kidney & Liver Transplant Institute and this clinic is busy in providing medical facilities to liver patients. The Chief Minister said that the same Hepatitis Filter Clinics will also be established in every district of the province. The Chief Minister said that these Hepatitis Filter Clinics will have nothing to do with the health department but instead PKLI will be responsible for running these clinics. Program for the establishment of PKLI and Hepatitis Filter Clinics is a great project for people’s welfare. With hard work, courage, and determination we have to move forward and complete these projects. President Board of Governors Pakistan Kidney & Liver Transplant Institute Dr. Saeed Akhtar gave the briefing on the progress of these projects. Eminent surgeon former Principal RMC Prof. Dr. Mussadaq Khan, Principal RMC Prof. Dr. Muhammad Umar, Prof. of Surgery HFH Dr. Jehangir Sarwar, Prof. of Urology BBH Prof. Dr. Mumtaz Ahmed, Prof. Aslam Shah, Assistant Prof. of Surgery Dr. Usman Qureshi, other surgeons, doctors, medical students and nursing staff attended the symposium. Addressing on the occasion, Prof. Dr. Mussadaq Khan acknowledged the research work and efforts of young surgeons especially to prevent cancer and said that symposium would help for the dissemination of knowledge about surgery to young fellows. Prof. Dr. Muhammad Umar appreciated the efforts of Prof. Dr. Jehangir Sarwar on organizing an informative symposium about prevention and treatment of cancer and said that it is endeavor of RMC to promote medical research in all disciplines and in order to update knowledge of young doctors, an international network of learning had been established and a number of training and orientation workshops were also being organized to improve the professional skills, he added.

Prof. Dr. Jehangir Sarwar stressed the need for creating awareness about cancer detection which would help to cure 90 per cent cases of cancer diagnosed at early stage. He informed that a special Breast Cancer Clinic was established in Surgical Unit-I of HFH while a new cancer Registry Cell has also been established in HFH to collect the data of cancer patients. He further informed that according to the available data in Pakistan, 91 thousand patients expired due to cancer in 2013 which is alarming for health professionals. Dr. Usman Qureshi also highlighted the salient features of cancer awareness and treatment campaign being launched by the doctors and administration of HFH and said that media can supplement these efforts to prevent innocent lives by promoting cancer preventive measures.

LAHORE (FNNI) Punjab Chief Minister Muhammad Shehbaz Sharif today visited the Kidney Institute Multan to review medical facilities there. He inquired about the health of patients and asked them about the health facilities being provided at the institute. He also inspected the operation theater and the dialysis center of the institute. He also reviewed cleanliness arrangements. The chief minister expressed his displeasure over the presence of the dirty sheets at the x-ray room and he reprimanded the concerning authorities over the appointment of untrained staff at the CT scan room. He also expressed his anger over the delay in the provision of the natural gas for the installation of the laundry plant and said this is regrettable that the gas is not being provided for the laundry plant. He also expressed his displeasure when presentation did not run during the meeting held at the hospital and reprimanded the MS of the hospital and the administration. He said billions of rupees are being provided for the medical facilities but this is a sheer injustice that the common man does not get medical facilities. He said he will not let anybody waste billions of rupees provided for the medical facilities. He said hospitals are established to provide medical treatment to the public and the people who cannot make hospital medical facilities should go home. He said it was his mission to provide more and more facilities at the hospitals and he has taken the responsibility to provide the modern medical facilities to the people at their doorsteps. He said he will not sit idle until he provides the best medical facilities to the people. He said he will continue his war to replace the moth-eaten system and he will ensure the provision of the best medical facilities to the people at any cost.CM PUNJAB-1Shehbaz Sharif expressed his displeasure for not installing UPS for the x-ray machine and said non-installation of the UPS is humiliation of patients and this is sheer injustice that trained staff is not provided to operate CT scan machine. He said had there been system of check and balance in place there would not have been such pathetic situation. He said junior staff has been appointed to operate CT scan machine that is not acceptable. He said the company which provides CT scan machine should also be responsible to run it. He said the CT scan is made by Toshiba company and money invested belongs to the poor people but the staff who operate this machine is untrained that is inhuman. He also sought the agreement of the CT scan machine. The chief minister also expressed his anger when he was informed by patients that they have paid money for the medicines. He ordered the authorities to provide free medical treatment to the patients. He said the provision of the best medical facilities is the top priority of the government and for this purpose billions of rupees have been provided and the people should get benefit of this huge budget earmarked for the medical treatment of the poor people. Later, Shehbaz Sharif visited the children’s hospital and the Institute of the Child Health Multan and inspected the new under-construction building of the hospital. He expressed his concerning over the substandard ceiling of roof. Speaking on the occasion, CM Shehbaz Sharif said machinery worth billions of rupees has been bought for the hospital but this is regrettable that this machinery is not installed so far. He said the public should get benefit from the machinery worth billions of rupees. He said a sum of Rs2 billion is being spent on the expansion of the children’s hospital and 150 beds will be added under this expansion plan. Talking to the media on the occasion, he said public service and the provision of the best medical facilities is his top priority and every possible resource is being utilized for this purpose. He said the kidney center will be made effective soon and the expansion of the children’s hospital will also be completed soon. He said Nishtar Medical College has already been given the status of the university and educational facilities there will be further improved. He said land for the expansion of Nishtar Hospital has been purchased and funds will be earmarked in the budget. In reply to a question about privatization of public hospital, he said the impression of the privatization of public hospitals is totally wrong, administrative affairs of some of hospitals are being given to the NGOs which get funds from the government and these NGOs will operate the hospital in a better way. He said several health projects have been started in the South Punjab which included up-gradation of DHQ Dera Ghazi Khan, Govt. Recep Tayyip Erdogan Hospital’s expansion and the construction of the medical complex and mega hospital in Sahiwal. He said administrative affairs of Govt. Recep Tayyip Erdogan Hospital has been handed over to a non-government organization Indus Trust which is provided funds by the government and this institute is running the hospital in an exemplary manner. He said our objective is to provide medical treatment to the people and every positive step is being taken for this purpose. He said liver transplant, bypass operation of children and facilities of bone marrow will be available to the people of South Punjab when children’s hospital will be functional after expansion. He said the Multan metro bus service is the great gift of the Punjab government to the people of the South Punjab and thousands of the people benefit from it daily. He said the Multan metro bus service has provided the best, fast and affordable transport facilities to the people. Punjab Health Minister Khwaja Salman Rafique, the chief secretary and senior officials of the Health Department were also present on the occasion.
