SAYS PEOPLE TO GET 17 SERVICES UNDER ONE ROOF; DRAFT OF RIGHT TO SERVICES ACT 2017 IS READY; ALL KHIDMAT MARAKIZ TO BE FUNCTIONAL BY CURRENT YEARCM PUNJAB-1LAHORE (FNNI)Punjab Chief Minister Muhammad Shehbaz Sharif presided over a high-level meeting here today in which establishment of Khidmat Markaz in 36 districts of Punjab was approved. As many as 17 services will be provided under one roof in every Khidmat Markaz. Addressing the meeting, the Chief Minister said that provision of better services and facilities is mission of Punjab government and establishment of Khidmat Markakis is a vital step in this regard. He said Khidmat Markaz have been set up in six districts while state-of-the-art Khidmat Markaz in remaining districts will be made functional by the end of current year where people will be able to get 17 services under one roof. He said that establishment of Khidmat Markaz is a brilliant decision of Punjab government and problems of the people will be resolved under one roof and they will not need to visit various offices for resolution of their problems. He said third party validation and financial audit of Khidmat Markaz will also be carried out. He said an excellent Khidmat Markaz centre has been established in Faisalabad for which Provincial Minister, Chief Secretary, Chairman PITB and the whole team deserve appreciation. He said model of Khidmat Markaz in Faisalabad should be replicated in other districts. He said that Khidmat Markaz is also functional in Rawalpindi, Lahore, Sargodha, Sahiwal and Gujranwala apart from Faisalabad. He said an awareness campaign should be launched to make people aware of Khidmat Markaz. Shehbaz Sharif said that strict monitoring of Khidmat Markaz will be carried out. The Chief Minister constituted a committee headed by Chief Secretary to present its report in one week on recommendations on new system of services, its monitoring system and other matters. He said project management unit should also be constituted and necessary legislation is also being carried out for implementation of the programme. Draft of Right to Services Act 2017 is ready and it will be presented to the assembly for approval. Giving briefing to the meeting, Dr. Umer Saif said an effective system has been made for applicants to know about the status of their applications submitted in Khidmat Markaz. Ten Khidmat Markaz has been set up throughout the province and six out of them are functional. Provincial Finance Minister Dr. Ayesha Ghaus Pasha, Adviser Dr. Umer Saif, Chief Secretary, Additional Chief Secretary, Acting IGP, concerning secretaries, and senior officials were present on the occasion. LAHORE (FNNI)Chief Minister Punjab Muhammad Shehbaz Sharif today laid the foundation stone of the sub-campus of the Air University in Panj Faiz area of Multan. Air Chief Marshal Sohail Aman was also present. Addressing the ceremony held in connection with the laying of the foundation of stone, the chief minister said the youth should have to be made empowered through higher education for the development of the country because our youth is an asset and we have made them skilled through proper guidance. He said we need to make doctors, engineers, scientists and experts in every field by imparting our youth high-quality education. He said we need to train and educate our youth in the light of the ideals of Quaid-e-Azam and Allama Iqbal. He said instead of doing politics on education, health, defense and economic development, we should get united and make efforts and create jobs for the youth. He said we need to end the difference in important sectors so that Pakistan moves forward and we should display complete unity to get our objectives. The chief minister on the occasion announced that this year one lakh and 25 thousand laptops will be distributed to the youth on merit and this great program will be launched this month. He said the Punjab government has included girl and boy students from other provinces, Azad Kashmir and Gilgit-Baltistan in the laptop distribution program and these laptops will be distributed purely on merit. He said those called the Metro bus project ‘jangla bus service’ are now launching such projects in their province. He said we should get united and do not create differences in the development projects of the country because this attitude hinders development. He said we should leave aside political stunts for the benefit of the country, adding politics can be done in other sectors whatever political party is in power but the nation should move forward by getting united for national interests.CM Punjab-1CM Shehbaz Sharif said those who criticized the laptop distribution and construction of the metro bus service are now distributing laptops in their own areas and also establishing metro bus service, adding but we are happy because they have at least started thinking about the development of their areas. He said as we have overcome terrorism by taking it as a challenge and in the same way, we should make the provision of the higher and quality education to the youth a challenge. He said billions of rupees have been saved in the development projects by ensuring transparency. He said overcoming the challenge of terrorism, we need to take steps to strengthen our economy and CPEC will go a long way in making our economy strong. He said in the 1970s the per capita income in Pakistan was higher than that of China but now China has become the second-largest economy. He said development in the world is not possible without education, therefore, we have to impart modern education to our youth. He said we need to adopt science and technology because without we cannot face challenges of the present time. He said due to CPEC countless opportunities of the knowledge based economy will create and we need to get benefit from these opportunities and give modern education to our youth. He said the Punjab government has saved billions of rupees by introducing IT in various departments and due to IT monitoring and transparency have been ensured, adding new measures are also resisted, but we should face this challenge. Chief Minister Shehbaz Sharif said the IT university in Rahimyar Khan district of South Punjab is in the final stage of completion and this is the first university of the South Punjab and it will create jobs for the youth. He said the Punjab Education Endowment Fund is the largest education scholarship of South Asia and the volume of this fund has increased to Rs. 20 billion and lakhs of students have got benefit from it. He said this scholarship is given purely on merit and one lakh and 75 thousand deserving and intelligent students have got this scholarship and many of them have become doctors and engineers. He said from 2008 till now educational scholarships of Rs. 11 billion have distributed among the needy and intelligent students whose parents cannot provide them education due to financial problems. He said these deserving students are getting an education that is obtained by the children of the aristocracy. He said Daanish schools have also been set up in South Punjab in which modern education facilities including smart classrooms, IT labs, uniform, food, and books are provided free of cost. He said children of the parents who live hand to mouth are getting an education in Daanish schools. He said three lakh and 25 thousand laptops have been distributed so far purely on merit.

Chief Minister Shehbaz Sharif said the sub-campus of the Air University will provide education opportunities to the students of the South Punjab and the Punjab government will provide assistance for the establishment of the university and before the Punjab government is also providing cooperation in the establishment of an institution of special children by the Pakistan Air Force. He said after the establishment of the sub-campus of the Air University, this campus might be linked with the metro bus one day. He said he congratulates the team of the air chief marshal and his team for their efforts to set up the sub-campus of the Air University. He said 65 percent population of the country consists of the youth and we can only make progress by providing education to our youth. He said this is our responsibility of providing the skill to the youth for economic progress.

Addressing the ceremony, Air Chief Marshal Sohail Zaman said education is not the name of getting degrees, but we have to evoke emotions in our youth to take the country forward. He said education should create positive results socially. He said we have paid the heavy price in the fight against terrorism and now we have to make our economy strong. Addressing the ceremony Chairman Higher Education Commission Dr. Mukhatar Ahmed said higher education institutions are increasing in Pakistan and until now 184 universities have been established in public and private sectors. He said HEC is proving scholarships to thousands of students to get higher education in foreign countries and the ranking of our universities has improved the world over. VC Air University Vice Marshal (R) Faiz Ameer said the campus of the Air University in Multan was established in 2011 which has progressed very fast.

LAHORE (FNNI)Punjab Chief Minister Muhammad Shehbaz Sharif has strongly condemned firing by Indian Army on unarmed Kashmiri people in Occupied Kashmir. The Chief Minister has expressed the deep sense of grief and sorrow over the martyrdom of Kashmiri youth due to the violence of Indian Army and expressed sympathies and condolences to the bereaved families. He said that Indian Army is committing worst atrocities against Kashmiri people in occupied Kashmir and added that the world community should take notice of brutalities of Indian Army. He said that silence of international community on the bloodshed of unarmed and innocent Kashmiri people has no justification and it should pressurize India to stop this game immediately. He said that the freedom movement of Kashmiri people cannot be pressed through barbarism. He said that India cannot deprive of Kashmiri people of their independence through cruelties. He emphasized upon wakening world conscience on worst cruelties by Indian Army on unarmed Kashmiris. He said that neither India can hoodwink the world by staging so-called election drama in occupied Kashmir no it can force it over Kashmiris and will have to give right of self-determination to them. Shehbaz Sharif said that Indian government cannot stop the freedom struggle of Kashmiri people through bullet and time has once again proved the policy of violence and cruelty by the Indian government as failed. He said that the violence policy of India has imbued a new spirit of freedom among Kashmiri people. He said that the sacrifices of Kashmiri people will prove fruitful and theKashmiriss will achieve freedom.

It is no use to cry over spilt milk but we should learn from the mistakes and move forward and instead of creating more distress for already worried nation, he added. He said that we should work to provide relief to the people and for this purpose; we should adopt the principles of honesty, dedication and handwork. Without adopting these principals we cannot pave our way to success, he added.CM Punjab-3 The nations lagging behind us have now moved far ahead which is lamentable for us. CM Punjab-2He said that now our friendly country China has become the biggest economic power in the world and Bangladesh is also ahead of us. Pakistan can still move ahead despite all the happenings in the past. Our nation is very talented and we should not be disappointed for all the wrong doings in these 70 years. For this purpose, it is necessary to take a look at the fatal disease that has caused the problem in the past and for this we need the cure of antibiotic or surgery. We should have to take decision wisely for progressing towards success, he added. He said that under the leadership of Prime Minister Muhammad Nawaz Sharif, the honest workouts for the eradication of shortage of electricity are transparent. Federal and Provincial Government are installing 3600-megawatt gas-based projects from their own resources and 112 billion rupees of the poor nation have been saved in these projects. He said that due to our transparent tendering process, NEPRA has also forced to reduce tariff of gas-based projects from 10.5 cent to 6.5 cent per unit which will benefit industry, agriculture, trade and consumers of the country. He said that Rs.80 billion of the poor nation have been saved in the second exemplary Orange Line Metro Train project.
He said that there is no bidding process according to law in government to government agreement but tendering of Orange Line G to G project was made first time in 70 years history of the country. Due to negotiations with low-bidding Chinese companies, Rs.80 billion were reduced in the project, he added. He said that according to Para rules, a contract is given to the company offering low bid but Punjab government further reduced its cost through negotiations with Chinese company in this project. He said that bidding of the project was reduced from 2.12 billion dollars to 1.46 billion dollars. He said that on one hand these are splendid examples of saving national resources but on the other hand, Rs.80 billion were saved from corruption in Saaf Pani Programme and this corruption was checked at the last stage. The Chief Minister said that the estimated cost of this programme was deliberately increased. He said that provision of potable water to the people of the province is a great challenge and ensuring provision of drinking water to save the masses against diseases is necessary and the hard-earned money of the poor nation in this project was saved from plundering. He said that rate of country risk factor was kept at 9 percent in tendering process although all these resources are of Punjab government and there is no question of keeping money under the head of country risk factor. Has contract of this project been awarded Rs.80 to 90 billion of the poor nation have been plundered through corruption, he added. He said that cost of Neelam Jhelum Power Project has increased from 80 million dollar to five billion dollars but the project is still incomplete. Similarly, 30 billion dollar Nandipur Power Project was set up at a cost of 54 billion dollars, he added. Shehbaz Sharif said that responsible of these mishaps are neither Harries of Mehran valleys nor poor people of Punjab, Sindh and KPK. He said that on one side is Transparent Pakistan of today while on the other hand is Corrupt Pakistan of the past. He said that the elite of the country is responsible for harming national exchequer as looted national resources ruthlessly and followed the foundation of the country through corruption. He said that in 2007, when elections were near then dictator Musharraf, raising slogan of Pakistan First deceived the nation by laying the foundation stone of Diamir Basha Dam and 4000 MW electricity was to be generated through this project but the dictator made fraud with the nation by laying the foundation stone without acquiring land neglecting the importance of the project. The Chief Minister said that government of Prime Minister Muhammad Nawaz Sharif has now purchased land for this project by paying Rs.66 billion. Similarly, during the dictator era, the contract of exploring iron ore reserves of Chiniot was given to a fake company without tendering which had no experience, he added. He said that the dictator tried to give exchequer of billion trillion of rupees hidden in the earth to his cronies and the then cronies of Musharraf in Punjab handed over this project to a fake company. Shehbaz Sharif that when we came into power, we took it to the court and won the war in the court after a struggle of three years and High Court in its decision wrote to hand over the responsible to NAB. He said that we have got 100 percent estimate of Chiniot reserves and billions of rupees annually can be earned through export without utilizing iron ore. Similarly, he said that there are Reko Diq reserves in Balochistan but unfortunately, people of Balochistan or Pakistan did not get benefit even of a penny from these reserves rather there is apprehension that Pakistan would not have to pay a ransom of one billion rupees regarding this project. He said that the wealth discovered in Balochistan has to be utilized for the progress and prosperity of the country but unfortunately this project was also ruined through corruption, inefficiency and negligence. He said that proper human resource is necessary for forwarding projects successfully and without it, no project can be forwarded in the real sense. He said that today’s economic forum is of paramount importance and from this platform solid suggestions and recommendations will come from making country economically strong, standing Pakistan on its own feet, breaking begging bowl and prosperity of the people, in the light of which, steps will be taken for improving the economy. Former Governor State Bank and renowned economist, Dr. Ishrat Hussain while speaking on the occasion said that he is greatly impressed by the leadership of Chief Minister Muhammad Shehbaz Sharif and his economic policies and reforms programme are appreciable. He said that our problems can be resolved if we have leaders like Shehbaz Sharif. Highlighting economic growth and economic situation of the country, he said that only strong political and economic institutions can speed up the process of development. Speaking on the occasion, Rehman Chishti said that England will continue to support democracy in Pakistan. He said that Chief Minister Shehbaz Sharif has carried out practical work and done well in a number of sectors and played a leadership role in the real sense. Due to good steps of Pakistani government, the situation has been improved in Pakistan, he added. He said that more steps have to be taken for enhancing bilateral cooperation in education, health and other sectors. Unfortunately, Pakistan was made a front line state in the war against terrorism due to which attitudes of extremism, terrorism and intolerance were promoted in the country. He said that despite threats, Punjab government successfully held PSL final in Pakistan. He said that Punjab government by holding final of super league in Pakistan has a given a strong message to the terrorists that there is no room for terrorism and extremism in Pakistan. He said that terrorists are only terrorists and have no religion, colour or geographical identity. He said that opportunities of investment in Pakistan have increased due to CPEC and British investors should benefit from CPEC opportunities. He said that there is no room for attitudes of intolerance in Pakistan and all citizens living in Pakistan have equal rights. He said that minority community has rendered invaluable services in education, health and other sectors. He said that India is committing atrocities against unarmed Kashmiri people in Occupied Kashmir and atrocities are an open violation of human rights. He said that situation is far more batter in Pakistan as compared to past, transparency increased in government affairs, economy is strengthening and confidence of investors has restored. The Chief Minister strongly condemned terrorist incident in London a few days ago, and expressed sympathies and condolences with the bereaved families. LAHORE(FNNI)Punjab Chief Minister Muhammad Shehbaz Sharif presided over a high-level meeting, here today to review Lodhran-Khanewal Dual Road and Shahdrah to Kala Shah Kaku G.T Road Express Way projects. Addressing the meeting, the Chief Minister said that Lodhran to Khanewal Dual Road construction project is a splendid gift for the people of Southern Punjab. He said that this mega-project at a cost of billions of rupees has to be completed in stipulated period. cm4He said under the project, an Interchange will be constructed at Niazi Chowk Khanewal while a flyover will be constructed at Maitland Chowk. This project will be a masterpiece of transparency, quality work, and speedy completion, he added. Shehbaz Sharif further said that modern infrastructure becomes a source of increasing economic activities and trade opportunities. He said that Punjab Government has laid a network of underpasses, roads, bridges and flyovers throughout the province and transparency, speed, quality in development projects is the hallmark of Punjab government. He said that third-party validation of construction of Lodhran Khanewal Dual Road project will be conducted.  He directed that local administration should fully support regarding the implementation of the project and added that there will be no hurdle in acquiring land or another affair. He said that 6 kilometers elevated expressway will be constructed from Ravi Bridge to Kala Shah Kaku. Metro Bus will also ply on the elevated expressway and five stations of the metro bus will be constructed. With the construction of elevated expressway, traffic flow will be improved and people of the area get rid of traffic jam problems.  He said that besides interchange, underpasses will also be constructed at Shahdara Chowk. He said that best horticulture plan should be evolved for the beautification of these projects and extension of new bridge constructed on River Ravi should also be considered. He said that no effort should be spared for the completion of this project during the current year. Secretary Communication & Works gave a detailed briefing regarding both the projects. Federal Ministers Rana Tanveer Hussain, Shahid Khaqan Abbasi, Provincial Minister Khawaja Imran Nazir, member national and provincial assembly and concerned officials participated in the meeting while Commissioner Multan and Deputy Commissioners of Lodhran, Khanewal and Vehari attended the meeting through the video link.

The Chief Minister said that CPEC will also benefit other countries of the region. CPEC is not only the billion dollars investment but it is that path of progress which will benefit the entire region and the outcomes of this incredible project will fasten the future’s enlightened journey and will enhance regional cooperation. The Chief Minister said that for the establishment of industrial parks China has played an outstanding role. The Punjab government likes to benefit from the expertise of China for the establishment of industrial parks especially garments industrial zone. The Chief Minister said that we are thankful for the Chinese leadership, government and people for their cooperation in the progress and development of Pakistan. There is no precedent like 36 billion dollars Chinese investment in the energy sector under the CPEC. Energy is indispensable for the fast track economic development and prosperity of the country. Under the CPEC, fast-track work on different projects in Pakistan including Punjab is in progress and many projects are near completion. The Chief Minister said that China’s President anti-corruption vision is splendid. The PML-N government has also adopted a zero tolerance policy against corruption in the province. There is indiscriminate action against those involved in corruption. The Chief Minister said transparency and merit are the hallmarks of my government and even the international institutions are acknowledging corruption reduction in Pakistan. On this occasion, Prof. Justin Yifu Lin also presented his book to the Chief Minister. Besides Chinese Consul General Long Dingbin, Provincial Ministers Malik Nadeem Kamran, Ayesha Ghous Pasha, Adviser Dr. Umer Saif, Chief Secretary, Chairman P&D, secretaries of the concerning departments and other high authorities, renowned industrialists were also present on the occasion.

Lahore (FNNI) The President of Tatarstan Mr. Rustam Minnikhanov met with the Chief Minister Punjab Muhammad Shehbaz Sharif in a local hotel today. During the meeting, matters of mutual interest including promotion of bilateral relations in different sectors came under discussion.CM Punjab-1While talking with an honorable guest, Chief Minister Muhammad Shehbaz Sharif welcomed him upon his arrival to Lahore and said that this visit would promote bilateral relations between Pakistan and Tatarstan. We should further promote our bilateral relations, he added. He said that Prime Minister Muhammad Nawaz Sharif had visited Tatarstan in 1999 when you were Prime Minister. Chief Minister Shehbaz Sharif also spoke with the President of Tatarstan in the Russian language. The president of Tatarstan, on the occasion, said that he is happy to visit Lahore, and we both should work together to promote bilateral relations.

Investment of 54 billion dollars through CEPC has opened up ways of foreign investment as CPEC is a game changer and guarantor of progress, he added. The Chief Minister said that the responsibility to execute this project of national interest successfully lies on us all as it will bring prosperity in Pakistanpak chiana. He said that CPEC is praised by friends and censured by adversaries and the individuals who are contradicting this open welfare venture are enemies of public. Negative and pother politics of sit-in trendsetters is the reason behind the delay in this important project likewise organizing successful PSL Final at Lahore was also reprimanded by them as such elements are against public interest due to their vested interests, he added. He said that Pakistan economy was bankrupt when PML-N came into power in 2013 as nepotism, defilement and loot did by past rulers have left the nation in murkiness. He shared gladly that today’s Pakistan is on the way of improvement out of the winding of issues and a great deal more steady when contrasted with 2013 which is the result of solid strategies of Prime Minister Nawaz Sharif.
